“A total of 47,449 examinees passed the Career Service Examination – Pen and Paper Test (CSE-PPT) held nationwide on 11 August 2024.

The Civil Service Commission (CSC) reported that 42,812 examinees, constituting 14.43 percent of the 296,758 total candidates, have passed the CSE Professional Level. For the CSE Subprofessional Level, 4,637 individuals or 14.18 percent of the 32,707 examinees achieved a passing rate.

Based on the results per region, National Capital Region achieved the highest passing rate of 18.96 percent, with 8,242 successful examinees out of 43,478 individuals who took the exam. Region III placed second while Region IV ranked third, with 18.73 percent and 17.56 percent passing rates, respectively. This translates to 4,153 passers out of 22,178 takes for Region III and 6,846 out of 38,978 examinees for Region IV.” – Civil Service Commission

Target Release of Results

The List of Passers of the August 2024 Civil Service Exam (CSE) will be available through this website or via the official website of the the Civil Service Commission (CSC), www.csc.gov.ph, on October 16, 2024

CSC encourages examinees to directly coordinate with the CSC Regional Office for other concerns like verification of examinee number and further examination result-related matters.

Verification of Rating (OCSERGS)

Examinees can generate their individual examination rating through the OCSERGS or the Online Civil Service Examination Result Generation System, which can also be accessed through the CSC Website by October 27, 2024, or as indicated in the corresponding issuance/advisory.

Examinees (both passed and failed) can generate their individual examination rating through https://erpo.csc.gov.ph/ocsergs/. Those who pass the tests should check with the CSC Regional Office to see if Certification of Eligibility is available (CoE). The CoE cannot be claimed by representatives. Certification claims will be accessible approximately thirty (30) days after the results are posted.

Certification of Eligibility (CoE) for Passers

A. LETTERHEAD COE

Passers may request for a CoE printed on CSC official letterhead by (To be announced): The letterhead CoE is issued free of charge by the concerned CSC Regional/Field Office where the exam was taken.

  • A.1 Issuance and Claiming of Letterhead CoE
    • Notwithstanding the given date above, passers are strongly advised to verify first if their letterhead CoE is already available for claiming before going to the CSC Regional/Field Office.
    • Passers should personally claim their CoE, presenting the following items:
    • (i) I.D. card (original) – preferably the same I.D. card presented during the filing of application. In case of loss or unavailability, the examinee must present any of the other accepted I.D. cards for civil service exam (refer to attached list), which is valid (not expired).
    • (ii) Application receipt and/or CSC Official Receipt (only if available).
    • Note: The CSC Regional/Field Offices may require additional document/s as may be necessary to establish the identity of the passers.
  • A.2 Claiming of Letterhead CoE at Conduit CSC RO/FO
    • In case of passers who have moved to or are based in another region, or in remote areas within the region, they may personally claim their letterhead CoE at the CSC Regional or Field Office (serving as conduit CSC RO/FO) nearest their present place of residence or work.

B. SECURITY PAPER COE

Apart from the letterhead CoE, passers may also opt to apply for CoE printed on security paper with fee (Note: Applying for security paper CoE has a separate set of requirements and procedures. Please verify with the CSC RO, or secure the requirements from the CSC Website).

The security paper CoE and its authenticated copy/ies may be applied for and obtained from any of the 16 CSC ROs nationwide, regardless of the place of examination, also by (To be announced). Relatedly, passers are advised to verify first the availability of the service (i.e., issuance of security paper CoE) before going to the CSC RO. Please access the CSC website for the directory of the CSC ROs.

Examination Coverage

The following topics were covered in the March 2024 CSE-PPT for both Professional and Subprofessional levels:

1. Professional Level – In English and Filipino

  • Numerical Ability (Basic Operations; Word Problems)
  • Analytical Ability (Word Association – identifying assumptions and conclusions; Logic; Data Interpretation)
  • Verbal Ability (Grammar and Correct Usage; Vocabulary; Paragraph Organization; Reading Comprehension)

2. Subprofessional Level – In English and Filipino

  • Numerical Ability (Basic Operations; Word Problems)
  • Clerical Ability (Filing; Spelling)
  • Verbal Ability (Grammar and Correct Usage; Vocabulary; Paragraph Organization; Reading Comprehension)

The general information items on the following: Philippine Constitution; Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. 6713); Peace and Human Rights Issues and Concepts; and Environment Management and Protection are also included for both professional and sub-professional exams. Number of Items

  • For Professional level, 170 items in a 3 hours and 10 minutes time will be given
  • For Sub-Professional level, 165 items in a 2 hours and 40 minutes time

The applicant is advised by the Commission to come at the examination center one hour before the test proper.

Passing Score

To pass the test, an examinee should get a general rating of at least 80.00%.

Civil Service Eligibility

The scheduled Career Service Examination Pen and Paper Tests are for applicants who aren’t eligible yet and want to apply for permanent position or a promotion. The eligibility exams also give opportunities to employees under job order and contract of service.

According to the CSC, The professional eligibility is needed for appointment to second level (technical) positions in the government, requiring at least a bachelor’s degree for education. The Subprofessional eligibility is applicable to first level (clerical) government positions that require less than four years of college studies. The Professional eligibility may also be used for clerical positions. Both eligibilities, though, cannot be used for positions involving practice of profession and those covered by special laws.

CSC’s regular conduct of the Career Service Exam, Pen and Paper Test (CSE-PPT), both for Prof and Subprof levels are scheduled twice a year to cater the growing number of examinees.

The CSE-PPT examination aims to establish a Register of Eligibles (RoE) from which certification and appointment to first and second-level positions in the civil service, except those involving the practice of the profession and are covered by special laws, shall be made, provided the eligibles meet the qualifications and other requirements of the positions.
