A total of 64,420 examinees passed the Career Service Examination – Pen and Paper Test (CSE-PPT) held nationwide on 26 March 2023, representing a 16.88% passing rate.
The Civil Service Commission (CSC) announced that 54,478 examinees, constituting 16.42% of the total candidates, have successfully passed the CSE Professional Level. Furthermore, 9,942 individuals, accounting for 19.97% of the examinees, passed the Subprofessional Level.
The National Capital Region posted the highest number of successful examinees with 16,682 passers for both levels. Regions IV and III followed the ranking with 7,730 and 5,072 total passers, respectively.

The CSC reported that the National Capital Region (NCR) got the highest passing rate in terms of regional performance both for Professional level at 21.39% or 13,544 out of 63,313 examinees, and SubProfessional level at 23.34% or 3,138 out of 13,442
examinees. Other regions of the country with notable passing rates include: for the Professional level
– Central Luzon (19.61% ), CAR or Cordillera Administrative Region (18.52%), Central Visayas (18.18%), and Southem Tagalog (18.07%); and for the SubProfessional level – Ilocos Region (21.82% ), Central Luzon (21.45% ), CAR (21.10% ), Bicol Region (20.76%), and Southern Tagalog (20.69%).
Glenn C. Gonzales from NCR topped the Professional level with a rating of 92.63, while LM Tricia T. De La Cruz from Western Visayas topped the SubProfessional level with 90.24 rating.

Barriga-90.98 (Central Visayas), Theo Victor A. Cavite-90.78 (Eastern Visayas), and Fatimah Lane P. Fungo-90.69 (NCR).
For the SubProfessional level – Gwen L. Ambrona-90.17 (Davao Region), Nelson T. Lim- 90.14 (NCR), Joelle Dianne F. Venegas-90.04 (NCR), Louise Marie B. Pardilla-89.88 (NCR), Krystelle Joy T. Verification of Rating (OCSERGS)
The March 2023 Civil Service Exam Verification of Rating, is available through the Online Civil Service Exam Result Generation System (OCSERGS) of the Civil Service Commission’s official website. The said verification will be available on 24 June 2023, around fifteen (15) days after the official results are posted.
Examinees (both passed and failed) can generate their individual examination rating through https://erpo.csc.gov.ph/ocsergs/. Those who pass the tests should check with the CSC Regional Office to see if Certification of Eligibility is available (CoE). The CoE cannot be claimed by representatives. Certification claims will be accessible approximately thirty (30) days after the results are posted.

2. Subprofessional Level – In English and Filipino
- Numerical Ability (Basic Operations; Word Problems)
- Clerical Ability (Filing; Spelling)
- Verbal Ability (Grammar and Correct Usage; Vocabulary; Paragraph Organization; Reading Comprehension)
The general information items on the following: Philippine Constitution; Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. 6713); Peace and Human Rights Issues and Concepts; and Environment Management and Protection are also included for both professional and sub-professional exams. Number of Items
For Professional level, 170 items in a 3 hours and 10 minutes time will be given
For Sub-Professional level, 165 items in a 2 hours and 40 minutes time
The applicant is advised by the Commission to come at the examination center one hour before the test proper.
Passing Score
To pass the examination, the examinee must get an overall score of 80.00%.

CSC Eligibility
The scheduled Career Service Examination Pen and Paper Tests are for applicants who aren’t eligible yet and want to apply for permanent position or a promotion. The eligibility exams also give opportunities to employees under job order and contract of service.
As per CSC, The professional eligibility is needed for appointment to second level (technical) positions in the government, requiring at least a bachelor’s degree for education. The Subprofessional eligibility is applicable to first level (clerical) government positions that require less than four years of college studies. The Professional eligibility may also be used for clerical positions. Both eligibilities, though, cannot be used for positions involving practice of profession and those covered by special laws.
CSC’s regular conduct of the Career Service Exam, Pen and Paper Test (CSE-PPT), both for Prof and Subprof levels are scheduled twice a year to cater the growing number of examinees.
The CSE-PPT examination aims to establish a Register of Eligibles (RoE) from which certification and appointment to first and second-level positions in the civil service, except those involving the practice of the profession and are covered by special laws, shall be made, provided the eligibles meet the qualifications and other requirements of the positions.
